Well I think we have all have asked this same question in the start of our journey in yahoo answers. You have to answer or vote lots of questions and get to level 2 before you can rate the answers.
you just view the question, and when you see the answer they wrote, there is the little thumbs up and thumbs down, just click on which one you want to vote

You will be able to give people thumbs up & down when you sre in level 2 ( 250 points )
Now you see other people there will be thumbs up and down but it's in black colour because you can't rate it unless you are in level 2.

u need 2 get to level 2 to access the action bar

First of all, start replying to questions and you have to be on level 2, to be able to rate.
A
click on the thumbs up or thumbs down logo. just make sure you are level 2 or higher.

You have to be on level 2, keep going you'll soon get there.
